### Responsibilities
The position is located in the Office of the Chief Administrative Officer, Office of Human Resources, Enterprise Training Division. The employee serves as a training specialist, program manager, and facilitator.
As an HR Specialist within the Enterprise Training Division, you will be responsible for:
* Providing authoritative advice and guidance to employees, management, and business unit stakeholders on training and employee development issues.
* Applying adult learning principles to design, develop, and deliver agency-wide employee development programs and training as needed, which may include administrative professionals training; new employee orientation; mandatory training; financial literacy training; career enhancement opportunities; and leadership training for employees, supervisors, managers, and executives.
* Assessing training and agency-wide development programs using formal evaluation processes to ensure goals and objectives are met.
* Serving as a US Patent and Trademark representative on inter-agency, intra-agency, and intra-Department working groups for discussions covering training and employee development issues.
* Developing policies, instructions, and manuals for the effective and consistent accomplishment of human resources development and e-learning activities/programs for the US Patent and Trademark Office.
* Preparing and delivering oral and written reports and briefings to address program or project status/issues; preparing and analyzing statistics, making and implementing recommendations for improvement.

### Qualifications
You must meet the following United States Office of Personnel Management's (OPM) qualification requirements for the advertised position. OPM's prescribed Group Coverage Qualification Standard for Administrative and Management positions which can be found at: 0201. You must meet all qualification requirements including time-in-grade (refer to 5 CFR 300.604 for more information on time-in-grade) by the closing date of the job announcement.
**Specialized Experience**: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service.
Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the GS-12 grade level in the Federal service.
Specialized experience for this position includes:
**Skill Set 1**: Experience administering training and employee and/or leadership development programs.
**Skill Set 2**: Experience designing, developing, conducting, evaluating, and revising training programs, e.g. conducting training needs assessments, creating instructional materials, and facilitating sessions.
**Skill Set 3**: Experience using a learning management system to conduct training related administrative activities such as planning, managing, and conducting training courses and programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education may not be substituted for specialized experience at this grade level.
